Different system than the Baseball Writers
NFL Hall of Fame wrote:What Happens After Someone is Nominated as a Modern-Era Nominee?
A nomination is NOT a vote for election. The Hall of Fame’s selection process includes multiple steps in which the nominees are scrutinized. The Hall facilitates the procedure of three successive reviews of increasing scrutiny with its 48 selectors. The first is a vote to reduce the long list of Modern-Era nominees (typically around 100) to 25 semifinalists, followed by a later vote to reduce to 15 finalists. At the annual “Selection Saturday" Meeting, the finalists are scrutinized even further by the Selectors, who after a thorough discussion of each nominee reduce the list from 15 to 10 and then 10 to 5. At that point, the five remaining nominees are voted on for membership on a yes or no basis. A minimum positive vote of 80 percent is necessary for election.

Who Selects New Hall of Fame Members?
The Pro Football Hall of Fame’s 48-person Selection Committee is charged with the vital task of continuing to be sure that new enshrinees are the finest the game has produced. [Pro Football Hall of Fame's Selection Process/List of Selection Committee members>>>]

The Committee consists of one media representative from each pro football city with two from New York, inasmuch as that city has two teams in the National Football League. There are 16 at-large selectors, all of whom are also active members of the media including one representative of the Pro Football Writers of America, and two members of the Hall of Fame.

The Selection Committee meets annually on "Selection Saturday," the day before the Super Bowl in the host city to elect new members to the Hall of Fame. There is no set number of new enshrinees, but the Committee’s current ground rules do stipulate that between four and eight new members will be selected each year. Every candidate is carefully scrutinized and must receive at least 80 percent approval of the Committee at the annual meeting before he can be elected.

So how can there be as many as 8 if one of the steps is to cut the list to 5?

I think there are up to three spots chosen from everyone else by a committee.

If it's 5, I'd go:

Owens
Lewis
Moss
Hutchison
Faneca

My next 3 would be:

Boselli
Dawkins
Urlacher

I read their was no limit in another article but they generally select 4-8. The page where they describe the process is not as clear as the section I copied.

NFL Hall of Fame members threaten boycott of inductions
A group of Pro Football Hall of Famers led by Eric Dickerson is demanding health insurance coverage and a share of NFL revenues or else those former players will boycott the induction ceremonies.
I certainly don't have a problem with retired players trying to get increased benefits from the NFL. But, I don't like the fact that in this instance, they are trying to get it specifically only for members of the Hall of Fame.

This is what an article from The Onion would look like. You know, entering into a negotiation willingly giving up your biggest bargaining chip. And not telling the actual Hall of Famers that their names were being used in said idiotic endeavor. This is on a Ray Lewis level of intellectual bankruptcy. But yeah, he’s in the HOF so I guess it fits?

Passing over Issac Bruce (again) is a damn shame. 1000+ rec, 15,000+ yds rec, 91 TD, GW TD in a Super Bowl, 4 Pro Bowls. His crimes being he didn't seek out the media and Chris Berman never gave him a memorable nickname. Next year likely his last shot as big "stars" start coming due in 2021.

The only guys that made it that I'd definitely take over Bruce are Reed and Champ Bailey. I'd rather have Bruce than Tony Gonzalez though it's not like Gonzalez and Law are slouches comparatively.

When he retired, he was 2nd in NFL history (behind Rice, who never had a below elite arm throwing to him in his career) in Receiving Yards.

See, this is a great example of the NFL not giving a fuck about statistics.
