Like AB said for chili or loaded fries, yes. If they're nothing on them then no.

Only when they're covered in chili and cheese.

We need a sub-poll to see what's judged more harshly, plain fries with a fork or poutine/loaded fries with fingers.

depends on the main dish that goes with fries
if fish and chips, since i need a fork for the fish i use a fork for the fries
if burger, then i don't need a fork at all
in the example above from giff, i would not use a fork since i'm holding the chili dog.

We do loaded fries when we order crabs. Hell no we don’t use forks.

Don't forget wedge fries.
Don;t eat those with your fingers.

Using your fingers for fries with stuff on them is acceptable as long as you're only touching the "clean" part of the fry. But yeah, if you're going in and indiscriminately grabbing the gravy/cheese/chili part, you're a monster.

that's too much to think about when enjoying your meal. just lick your fingers.
I used my fingers to drop them in the garbage can.

Not a huge wedge fry guy either.
And while I do like gravy on my fires, I loathe poutine.
Which has really only become a thing outside of Quebec (where it has been big for decades and decades) since Americans started commenting on it. There wasn't a single place to get poutine in Toronto as recently as 10 years ago. Now, it's everywhere.

Depends on the restaurant? What the fresh hell? I guess you guys get steak frites all the damn time. Generally my rule would be if it’s a restaurant where I would even have to consider eating unadorned fries with a fork I would probably order a different side.

Depends on the size and what's loaded on them.
Fast food fries? Fingers. But like animal style fries from In N Out? Possibly with a fork depending if there's any section I can grab without the stuff on it. Poutine? Kinda the same, but I make mine with bacon and green chile so there's just too much food to hold.
The more pertinent question: dip fries in ketchup or put the ketchup on the fries? I dip.

Dip, absolutely. Even seeing someone else squirt ketchup across the top of their fries as a group pisses me off.
