So far in 2019, there are 9.14 total flags per team per game (including declined and offsetting). That's exactly 2 flags per team more than the number in 2012, just seven years ago. That's four more flags per game, a 28% increase in seven years. People aren't doing more penalties now than they did then. It's clearly not all helmet to helmet or other safety initiatives.

I know this won't be clear to people who watch the Bengals, but that is actually an accurate statement about football strategy.

Well, the Lions did try to let the Packers score and the Packers chose not to but he said that well before that.

Yeah, that seems like a trap number almost. Hard to imagine either of those teams not scoring 30+ points.
