On the drive from here to Jackson Hole, we cross between Wyoming and Idaho three times, all on paved roads.
And his one problem is he didn’t go to Russia that night because he had extracurricular activities, and they froze to death.

Does a bridge count? If no, do NJ and Delaware share a land border? If yes, that's my guess.

Is it Colorado and Oklahoma? Or maybe Colorado and Texas? Somewhere down there is a very short overlap between states.

Edit: Nope.

I didn't think that would be right, I was just doing process of elimination. Just looked and the border is way smaller than I would have guessed.

I think the answer needs to be revisited, because of Artificial Island.
Wikipedia wrote:The island is geographically unusual since it contains one of two tiny pene-exclaves of the state of Delaware, which is created by the Delaware-New Jersey land border crossing the northern tip of the island, an area that is completely cut off from the rest of Delaware across the Delaware River to the west, and has no road connections to it. New Jersey is separated from Delaware by the Delaware River except for these two areas, which has a land border. The only land access to this exclave at the north tip of the island is from New Jersey.

Not only that, but South Dakota is kind of a dick about it. Road runs right towards the border, then due north/south. Jackasses. Er...jackrabbits?

Yeah I think I probably should have phrased the question, "What two states share a land border but aren't connected by a paved road?"

I guessed that right. It's probably harder if you reverse it - Duke football vs ND basketball.

It's not the answer I was looking for, it it does count it's ambiguous as to whether it would be the first. So I'm gonna say no.

I guess the Federal Government can't really grant itself land?

Sounds like it's more of an opinion from Rutgers, because while it was formed prior to the answer I'm seeking, it did not become a land-grant school until the 1860s.
