So Guan was notified he was out of position on #10. Warned later, and got a slow play penalty on 17. I think that's fairly reasonable.

Tiger may be DQ'd from his drop after he hit the stick. In his press conference he said he dropped two yards back from where he hit the first one when he only was allowed a yard.

I thought the issue was that he had to line up with the spot where the ball last went into the hazard. It seemed to kick pretty hard to the left, at least it appeared that way on TV.

You can drop any where back along that line, or from immediately behind where it first crossed, or as near as possible to where you originally took the shot. The issue is whether he was 'near as possible'.

For what it's worth, on the replay it looks like his second shot was about an arm's length away from the divot that presumably was his first shot.

Not surprisingly, nobody on TV seems capable of distinguishing between rules that are subject to interpretation and rules that are not subject to interpretation. The rule against signing an incorrect scorecard is (or was) not subject to interpretation. The rule requiring a drop as close as possible is not only hopelessly subjective but also extremely difficult to prove even where there is TV evidence.
