They sure did. Plus, the defending champ, the doable blonde chick, would've won had she bet smart, but she wagered all she had. I just don't understand how many people on the show fail to apply basic wagering strategy, particularly defending champs.

I just overthought this and locked up. The correct answer came to me immediately, but I started thinking no actual bill/law would've had a name like that; a more official sounding name, like the Fugitive Slave Act or the Kansas-Nebraska Act must be the answer. Good lesson for me; don't think, react.
