What am I missing? Why wouldn't a team pick up Suggs for the stretch run? If he's better than your wosrt situational pass rusher, what's the issue?

I think the Browns were up there because of the perceived risk/reward on the bets.
They had the 13th-best odds before the season per PFR.
(Bears were tied for 4th FWIW)
