I don't think so. A ponzi scheme involves paying dividends off faked profits by paying early investors out from newer investors buying in. My understanding of what Trump allegedly did was undervalue assets and overvalue losses on his tax returns, while overvaluing assets and undervalue losses on bank loan docs. It seems like Deutsche Bank was in on the fraud, as they laundered 100s of millions for Trump from Russian government run banks.
