I'd imagine it would have to be the number of shares issued, but I don't want to mess with Jerloma's assuredly comprehensive lists of 2013 IPOs sorted by both stocks and dollar values.

The wording isn't perfectly clear. But in the finance world "issuance" refers to when securities are put on the market. So "... by issuance in 2013" probably refers to IPOs that were sold in 2013. The less clear term is "top." This might mean best performing -- that is, the greatest price increase in the year 2013. Or it might mean the IPO that brought in the most money (which is not the same as selling the most shares).

In the context of regular stocks and mutual funds, the first is the most common meaning. But my guess is that the second meaning is the one that is indicated by this question. How an IPO performs after issuance (meaning 1 above) certainly matters to those who invest in IPOs. But bringing in the most money at the time the IPO is conducted is a very important matter in the finance world. This is probably more likely to get press coverage as there are industry rankings of total IPO value that a firm is involved with that matter in a variety of ways (e.g., careers, stock prices, bonuses). Running IPOs is extremely lucrative, and the bigger the better for the financial firms involved.
