The memo stipulates the DNC had to hire a communications director by September 11, 2015, months before the first nominating contests in early 2016.
However, the memo also made clear that the arrangement pertained to only the general election, not the primary season, and it left open the possibility that it would sign similar agreements with other candidates.
Still, it clearly allowed the Clinton campaign to influence DNC decisions made during an active primary, even if intended for preparations later.

I think Hillary would have won the primary regardless, with the possible exception of if Biden ran, but at the same time, the suggestion in your quoted language is undercut by the fact that the contract allowed Hillary's team to review in advance DNC communications about any primary candidate, so it clearly wasn't limited to the general election:

What I don't get is Donna Brazile writing this book with her journalistic work showing the DNC rigged the Primary when she supposedly gave Hillary the questions before a debate.
An honest to God cult of personality - formed around a failed steak salesman.

Brazille is a crazypants person, and it says a LOT about the DNC that she was/is in such a position of power. Anecdote time:
I am 24 years old, about a week into a job as a lowly comms assistant at the DLC. (the L is important... not the DNC.) A call comes in on the main line, I'm one of the unfortunates that has to pick up...
"Hello, Democratic Leadership Council can I help you?"
"I doubt it!"
"Um. How can I direct your call?"
"This is Donna Brazille, and I want to tell you, Al From is ruining the party!"
"Did you want to speak with Al?"
"I doubt he'd even take my call!"
This went on for about 10 minutes. She literally just called to harass -- I don't know, the organization? She didn't want to actually speak to anyone, just berate what she KNEW was some young pup who had to answer the phones. (EVERY office in politics sticks someone like that on the phones.)
She wasn't unhinged, but it was easily the weirdest call I've ever taken while working in politics. (And I've dealt with some interesting characters... Chris Matthews is certifiably insane. But he was always phone to talk to... Just hard to get him off the phone, frankly.)

Donna Brazille is a clown and this book/subsequent interview circuit is doing nothing but proving it. I really wish the prevailing move wasn’t to counter crazy with crazy...but it will drive ratings so she keeps getting airtime.
