I am not a big Peter Angelos fan, but this is a solid move. Are vendors hourly employees? I thought they were closer to wholesalers (buy from the Os and then resell to the fans at markup)

Story doesn't reference vendors at all. Their arrangement is usually what you describe. But stadiums have countless other hourly employees for game days, etc. (ticket sales, security, stadium stores, etc.) so I assume that's what this is referring to.
