That's the reason I was asking about city limits vs metro areas. The only reason I ever heard of Rhur was becuase I was doing a Sporcle quiz that asked to name the largest city in each territory in Risk, and Rhur is the largest in Northern Europe. I was like the rest of you guys and said "What the fuck is Rhur?" Looked it up in Wiki, and realized it's a metro area in Germany and very large. I was saving that one.
