Hey frogs, which is appropriate:

1. "However, as the global specter of terrorism increases...." (I used this initially)

2. "However, as the global specter of terrorism grows..." (leaning towards this)

3. Neither are proper uses of the word specter (I might be a moron)

My non-professional opinion would be #2. A "specter" being a singular thing makes "grow" sound more appropriate than "increase."

#2 also.

I was playing around with "global specter of terrorism" versus "specter of global terrorism," but your version works better.

Also, one of the definitions of specter is "object or source of terror." There may technically be some redundancy in using "specter of terrorism," but I don't think it's a problem.
And his one problem is he didn’t go to Russia that night because he had extracurricular activities, and they froze to death.
