It wasn’t just an assumption because of his age. There were video clips circulating supposedly showing his cognitive decline, as well as anonymous reports that were supposedly from Dem insiders.
What does "in the administration" mean? When government changes, how many employees change? I wouldn't imagine a low civil servant like me would be changed?

We have a whole batch of Secretaries and Under Secretaries that are political appointees, and many, but not all of these will be swapped out.

My guess is that Trump put out the tweet about the press conference at the 'Four Seasons' without checking with anyone, and when staffers called the hotel they were told either a) everything was booked, or b) couldn't do it on short notice. Some sleep- / brain cell-deprived staffer Googled "Four Seasons + Philadelphia" and possibly due to incredibly savvy use of Google Analytics, a business other than the Four Seasons Hotel popped up.
So, they're sitting outside of Four Seasons Total Landscaping, and instead of realizing what a colossal fuck up it is and coming up with a Plan B, they just hold at this out of the way, not meant for a press conference location.
It's just that simple, and just that mind-boggling. Veep would've turned this down as a plot point due to the absurdity.
