Definitely a different approach to finding a conclusion than the industry norm. Usually you would say it's more likely than not Cuomo sexually harassed, where here, they said he did it. The lead investigator was Joon Kim, who was Preet Bharara's #2 at the SDNY US Attorney's Office so he takes a prosecutor's approach, but it's highly unusual.

I am not nearly as confident as you on this one. Outside of NYC and the close suburbs, most of New York is very Conservative and large parts are very Trumpy. NY has elected some of the most virulent pro-Trump House members. I think it's more likely they elect a Dem governor, but I'm sweating that one out until it's done.
