In these situations I'm fine if the local government donates land (which comes at a cost to taxpayers of course, though not a considerable one usually) or infrastructure and that's reflected in the proposal, but not paying for the arena which they then turn over to a billionaire.
If they're going to invest hundreds of millions in taxpayer money they're better off calling his bluff and if he does go to Seattle use that money to redevelop the land into office space/mixed-use retail which actually does have a proven record of generating tax revenue for a community.
Because he wants the Edmonton deal. The Edmonton owner is even richer and he got Edmonton to pay for almost all of it.
Plus, I'm guessing that he's betting that Calgary's rivalry with Edmonton motivates the citizens to do anything to keep from losing their team over a stadium deal, when Edmonton got their deal done.
I appreciate why the mayor is low balling here but I can see why the Flames wouldn't take it.
For 35 years the city will get about 6-8 million per year in property tax which is worth about 200 million. It also includes the Saddledome demolition as the city contribution which is a bit of a stretch. This is an excellent political offer because people don't know that the Flames haven't been including the property tax subsidy in any of their numbers. It allows the mayor to say I offered 1/3,1/3,1/3 just like the Flames wanted.
I think we might have something if the Stampede* pays the Flames for Stampede concerts and you cap the property tax paid back at the 135 million direct contribution and add a little more cash to the cities 1/3 and move Saddledome demolition to infrastructure
This is a very shrewd public offer as people don't understand that very few if any Arenas pay full property tax because no owner publicizes it.
*Stampede is the 10 day state fair and rodeo every July.

When I look at that proposal, the first thing I do is add the "indirect" costs paid by Calgarians and the split becomes much more 50-25-25 (and likelier to only get higher for the Calgarians with the two nebulous "TBD" amounts.
I also want to know what "100% of all revenues" includes for the Flames' ownership. Does that include any parking lots or any other things outside the arena that are on the same piece of property? How does the "Event Centre use during Stampede" work out? Does the centre just hold the building dates open for Stampede until a certain date (say April 30), then can turn around and book any open dates for their own use after that time (possibly increasing the likelihood of usage because the Stampede draws people to the city)? Does the plan for the new facility including lots of luxury boxes and meeting rooms that the team can rent out for non-related events, such as business meetings, weddings, parties, etc.?
All that type of stuff adds up for an owner and it all comes out of the public's pocket.

The flames response will be within this hour, will be interesting to hear their side. They said on Tuesday they are no longer pursuing a deal AT ALL so will this bring them back to the table.
The issue with the indirect costs is that the infrastructure, green line station and utility upgrades are happening with or without an arena. Yes it may cost more with an arena but not sure why it is included in this deal. Seems like fluffing the numbers a bit for public sympathy.
I would think 100% means 100%. The City says they would have access to the building for events during Stampede. Kind of strange thing to add when they don't own the building. I could see this being a major sticking point for the guys who "own" the building.

I can't believe the flames are calling a ticket tax 'lost revenue". If you call a ticket tax an opportunity cost to the Flames in that the Flames are not able to price their tickets higher and maximize revenues, then the city land contribution has to be considered an opportunity cost as well. That land could be sold to someone.
Typically CRL would be used to fund infrastructure upgrades in the CRL area, would it not? Not to subsidize an anchor tenant.

The NHL is refusing to send its athletes to the 2018 Olympics in Pyeongchang, South Korea, because the league does not want to go dark for nearly three mid-winter weeks. But you know that by now.
What you probably are not aware of, however, is the NHL nevertheless will go dark across all NBC platforms between Feb. 7-26, during the Games. Last season, NBC and NBCSN combined to telecast 20 NHL games over the comparable period.
This is a network decision that several industry sources in touch with Slap Shots over the past two weeks interpret as nothing less than the league’s U.S. national television rights-holder giving a symbolic middle finger to Gary Bettman and the Board of Governors for withholding its players from one of NBC’s most important properties.
The gap between the above-cited dates did exist in the telecast schedule released by NBC in July. But it had been assumed the network would announce added games at a later date. That is certainly the premise under which the NHL was operating, as you learn in a moment.
But not so. NBC Sports Group VP of communications Chris McCloskey wrote in an email exchange that the agreement with the league allows the network to add games but that, “As of now, there are no changes.”
