He rose to the top of the GOP primary heap with Fox working against him, and Fox turned on him after he left office. Trump is more powerful than Fox. I predicted years ago Trump would tear down the entire GOP if they stayed with him, and I'm amazed it hasn't happened yet. I think it's possible it could still happen. If the GOP, RW media and voters start moving towards DeSantis and away from Trump, he will try to destroy everyone that turns on him. He has never given a fuck about the GOP, just pays them lip service of gives them Judges and policies he doesn't care about if it gives him more personal power. Trump is the most vindictive person imaginable, and if people damage him, he will go all out to hit them back. I'm not expecting anything, but it's possible and I would love to watch it happen.

Long story short. If the Feds guarantee a right of protection, that becomes the floor of protected rights to the individual. It probably works best for criminal law, but it applies for civil too. If the Fed law says same-sex marriage between two people are legal and carries all rights therein (lower tax rates, spousal criminal privilege, property and inheritance rules), then a state law that leaves a lower protection than that floor can be challenged in court as legally invalid.

But if we're talking about rights based on statute that Congress passes, that reasoning only applies if it's an area where Congress was granted power to legislate.
It's not 100 percent clear to me that the Constitution grants Congress the authority to require one state to recognize a same-sex marriage entered into in another state. But perhaps the power derives from the Fourteenth Amendment, which allows Congress to enact laws preventing states from denying equal protection.
This is one reason why it might not be possible to "codify Roe." If the Supreme Court rules that Congress doesn't have constitutional authority to grant a right to abortion, that would limit what Congress could do in that area. The Supreme Court did something similar in striking down parts of the federal Religious Freedom Restoration Act.
The Full Faith and Credit Clause of the Constitution also theoretically could play into this, but apparently it has not been historically applied to require states to recognize marriages that are illegal in their state but legal where they took place. And it's not clear whether Congress has any say in how that clause is applied. The Supreme Court may have kept all that power to itself.
