I don't think it's that big of a deal, and I think suspending for off-season marijuana smoking is insane. The league shouldn't care about any drugs that aren't PEDs. A team might want to suspend a player for it, as I can't imagine smoking pot is good for your cardio fitness and lung capacity. A nice touch to the Josh Gordon story is that the dude who bailed him out is a local guy who was tied to a lot of the recent troubles at UNC - and the reason PJ Hairston didn't get to play basketball this year.
