So now I'm wondering...who were those pics for? Wouldn't the receiver of said photos also be in possession of child porn?

Two questions arise out of this. First, how long until Apple fixes all of this now that it has become a major PR problem? Second, how much money is Apple going to pay to settle the inevitable lawsuits?

Hopefully other cloud backup services are taking serious looks at their own platforms as well.

A lot of sites (porn sites too, from what I've been told), give you 5 shots to log in and then freeze you out from logging in; is that all Apple needed to do to prevent brute force hacks or is more complicated?

And I agree with Pruitt about this being huge cloud story. It's one thing to find out people's credit cards were hacked, but naked celebs will get the attention. Billions have been invested in cloud technology. Will the public still be comfortable storing personal finance, health records, business development plans, etc? I wonder if the stock market will react to this. Hooray for naked celebs.

The "cloud" is not some monolithic thing. iCloud is Apple's thing, but there are many, many others and I'm guessing most of the others do a better job of security. Apple is all about user experience and that pesky 2-factor authentication is icky for users. Google and Amazon seem to be better. Of course, I could be wrong - I'm far from a security expert or hacker.

One ginormous cloud example is SalesForce.com, which has incredibly sensitive corporate data about damn near every company in the Western Hemisphere. I have to figure they do security a bit better.

To answer your basic question, yes, two-step (two factor) authentication most likely would have prevented these brute force attacks from being successful. The iCloud HAS THIS FEATURE, but it is not the default setting. A lot of folks have been calling them out for this for at least 2 years.
